县(区)域内城乡义务教育学校标准化建设风险预警机制研究——基于西部A省Y县的调研

义务教育学校标准化建设是我国为缩小城乡教育差距,促进教育公平,推进义务教育均衡发展的重要举措。本文基于风险预警理论和同心圆系统分析框架,将人、财、物列为三个主要风险源,构建了县(区)域内义务教育学校标准化建设的风险评估指标体系;并对西部A省Y县的实地调研数据进行了实证分析,验证了风险评估指标体系的合理性和风险预警机制的有效性;还对国家和省级两个层面的风险预警机制提出了研究方向,以期为我国构建城乡一体化义务教育发展机制提供参考。

Risk Early Warning Mechanism for the Construction Standardization of Chinese Urban-rural Compulsory School in the County(District):An Empirical Study of Y County in the Western Region

As a significant national strategy,the purpose of construction standardization of compulsory schools in China is to narrow the gap between urban and rural education,promote education equity,and push the balanced development of Chinese compulsory education.This paper takes the theory of risk studies and concentric systems as the theoretical framework,and ascertains main risk sources from three perspectives: staff,funding and material resources.Then the author constructs a related index system.Based on an empirical study in a western county,the rationality and availability of this index system have been proved well.Also,the author points out research approach of risk early warning mechanism on national and provincial level,so as to contribute to construction of compulsory education development mechanism under the perspective of urban-rural integration.
