中国"三农"的无解、难解、必解与破解

“三农问题”中有些问题，按目前的认识水平，是无法解决的；有的问题，受条件限制，很难解决。但农村资源低效利用，县乡政权人员膨胀、机构臃肿，农村金融市场，社会保障，农民进城等问题，必须解决，而且又非解决不可。破解的方法只有从打破“小农经济基础”开始，进行一系列制度创新，农业规模化经营和人口向城市转移，同时进行，农村的繁荣不是没有可能的。

The Problems Concerning Chinese Rural areas, Agriculture, Peasants and Their Solutions

Among the problems concerning Chinese rural areas,agriculture and pea sants,some are impossible to solve;some are difficult to solve;still some problems,such as inefficient use of rural resources,the personnel and departmental inflation in the government of county and town;the underdeveloped finance mar ket and the system of social welfare,must be solved;To solve those problems,we must begin with breaking the traditional economical bases,making a series of innovations,helping peasants to farm on a large scale or work in cities.
