湘鄂渝黔边城镇社区体育服务体系构建研究

全面建设小康社会是党的十六大提出的我国社会发展的宏伟目标,明确提出要形成比较完善的全民健身体系。城镇社区体育服务体系是实现群众体育功能和建立全民健身体系的重要组织形式。湘鄂渝黔边地处老少边穷地区,社会经济、文化教育、地理等因素严重制约了该地区城镇社区体育的发展。落实《体育法》和《全民健身计划纲要》,加强对社区体育的组织管理,积极开展大众体育活动,拓展筹资渠道,加强场地健身设施的利用与建设,开发当地民族民间体育文化资源,开展有偿服务等成了湘鄂渝黔边城镇社区体育服务体系构建的主要内容。

Constructing the system of sports services in city communities in the bordering areas of Hunan, Hubei, Chongqing and Guizhou

"Project of Overall Well-off Society"is a grand goal of the 16th National Congress of Communist Party and it proposes forming a complete nationwide fitness programs system.Constructing the system of sports servers in the city communities is the most important organization form,which realizes mass physical training and nation-wide fitness system.Because the bordering areas of Hunan,Hubei,Chongqing and Guizhou are needy and remote,their social economy,cultures,education,and geography greatly limited the development of their communities' PE development.Those of implementing of "Sports Law"and "Nationwide Bodybuilding Plan",strengthening the organization and management of community's sports,developing the mass physical training actively,expanding the fund-raising channel,improving and making good use of the health-care facilities and field,developing folk sports culture resources,launching paid service become the most important contests for constructing the system of sports service in these bordering areas.
