The development of civilian run education has experienced a tortuous process.Since"The Third Nationwide Education Conference",the extension of recuiting students of general state colleges and universities has brought new questions and contradictions to the development of civilian run schools.They are now facing both challenges and opportunities.Therefore,they should pay much attention to developing tactics;correctly fix their positions;develop themselves by taking advantage of opportunities;openly run schools;develop themselves by the aid of opportunities;face the markets;develop themselves by seeking opportunities;normalize competition to keep up development;strenghthen adminstration and develop themselves by their own feature.
