我国政府购买公共体育服务评价困境与对策研究

购买作为政府提供公共服务的一种新理念、新机制和新方法,虽然已成为当前国家创新公共服务供给的主流方式,但政府购买服务的绩效评价却并未与之相匹配。从国内常州、上海、内蒙古三地政府购买体育服务评价的实践探索入手,发现政府购买体育服务评价的困境主要由政府主体缺位、第三方评价未成熟、评价指标及手段单一、监督体系缺失等原因造成,认为应该强化政府主体责任,完善购买政策和制度;完善绩效评价体系,构建信息公开平台;积极培育评价机构,创建公平竞争的市场氛围。以期建立政府、服务供给机构、社会公众三者联动的监测评价体系。

Study on the Predicament and Countermeasure of the Evaluation of Chinese Government's Purchasing Public Sports Service

As a new concept, mechanism and method of government providing public services, purchasing has become the mainstream mode of innovative public service supply, but the performance evaluation of government purchasing services has not matched it. Starting from the practice of evaluation of government purchase of sports services in Changzhou, Shanghai and Inner Mongolia, it is concluded that the predicament of evaluation of government purchase of sports services is mainly caused by the subject vacancy of government, immaturity of third party evaluation, single evaluation index and means, and lack of supervision system. It is believed that the subject responsibility of government should be strengthened and the purchase policy and system should be improved; performance evaluation system and information disclosure platform should be established; evaluation institutions should be actively cultivated to create a fair competitive market atmosphere. This study is designed with a hope to establish a mutually linked monitoring and evaluation system between the government, service providers and the public.
