对民办教育营利性与非营利性的思考

从理论和各国经验看 ,民办教育应存在营利性与非营利性两种不同的形式 ,在我国目前投资激励为主的情况下更应有营利性民办学校的存在。根据我国国情和我国民办教育的发展特点 ,在制定相关政策法规时需注意以下几点 :明确民办学校的法律地位 ;严格区分捐资办学与投资办学 ;政府要对民办教育给予政策扶持及财政投入 ;要健全非营利组织的管理体制

Considerations about the Profit-making Nature and the Nonprofit-making Natureof the Community-run Education

Both our theoretical studies and the experience of other countries show that there should exist two different forms of community run education: profit making and nonprofit making. In light of the Chinese government's policy on encouraging the investment in community run education, those profit seeking community run schools should be allowed to exist. In the formulation of relevant policies and regulations, the national realities and the features of community run education in China should be taken into consideration and the following aspects should also be paid due attention: (1) The legitimate position of community run schools should be clarified; (2) Those donation financed schools and investment sponsored schools have to be treated in different ways; (3) The governments at different levels must work out favorable policies and allocate appropriate funds for the development of community run schools; and (4) The management system of those nonprofit seeking organizations should be improved.
