教育政策内容分析视角下农村中小学教师补充问题研究

摘    要:农村教育发展的关键因素在于教师队伍的发展。为了考察2000年以来有关我国农村中小学教师补充政策,文章基于教育政策内容分析的视角,主要围绕我国中小学教师补充政策为何实施、由谁实施、怎样保障等方面进行规范考察,发现我国农村中小学教师补充政策存在配套措施不完善、目标规范不明确、相关补充程序不具体、法律规范不完整等诸多问题,并在分析问题的基础上提出完善我国农村中小学教师补充政策的对策和建议。

Supplementary Research on Primary and Secondary School Teachers in Rural Areas Based on the Content Analysis of Education Policy

Abstract:The development of rural areas depends on education,and education on teachers. Based on content analysis of China's 21 st century education policies for rural primary and secondary school teachers,i. e. why the implementation comes into being,by whomsoever it is committed,how to regulate the security of investigation,we find that rural primary and middle school teachers' additional policy measures are not perfect,target specification is not explicit,and the related additional procedures and legal norms are incomplete.Thus we put forward the complementary policy measures and suggestions for rural primary and secondary school teachers.
