| 摘 要： | 工商联是政府联系和管理非公有制经济的重要桥梁和助手,其职能主要有统战职能和商会职能。以海西工商联为例,分析海西工商联的现状以及面临的新机遇,指出海西工商联在新时期存在基层商会缺乏法律保障、与行业协会职能交叉和经济职能发挥不足等主要问题,提出进一步优化商会的外部法律环境、加强工商联商会职能、优化工商联内部运行机制、促进商会经济的发展以及促进新时期两岸科技合作和产业对接等对策来帮助海西工商联职能得到进一步发挥,推动海西非公有制经济在新时期更上一层楼。
