政策执行偏差的表现、原因及其防治策略

政策执行偏差主要表现为敷衍执行、附加执行、损缺执行、异化执行、照搬执行和拒不执行这六种表现形式。究其原因,政策执行偏差是政策本身质量、政策执行主体缺陷和政策执行机制缺失共同作用导致的,因此,在政策执行过程中,必须强调提高政策本身的质量、优化政策执行主体、完善政策执行机制,以避免政策执行偏差。

The Manifestations Cause and Preventing Strategies about Policy Implementation Deviation

Policy implementation deviation has six different manifestations：perfunctory implementation,additional implementation,inadequate implementation,unfair implementation,indiscriminate implementation and resisting implementation.It is the joint effect of the quality of the policies,the weakness of the policy implementing subjects and the lack of policy implementing mechanism that results in the policy implementation deviation.Therefore,during the implementing process,we have to focus on the improvement of the quality of the policies,optimization of the implementing subjects and the perfection of implementing mechanism for the avoidance of policy implementation deviation.
