电信用户信息规范管理问题分析

依据现行法律的有关规定,对用户信息的法律界定进行了分析,并就通信企业收集、存储、查询、使用和废弃用户信息的管理环节中可能发生的问题进行了梳理。从法律风险防范的角度提出规范管理的建议：加强宣传教育,增强用户信息保护法律意识;完善管理制度,构建用户信息保护管理体系;优化管理流程,防范用户信息保护法律风险;运用技术手段,提升用户信息管理IT化水平;强化监督引导,规范合作伙伴用户信息管理。

Analysis on Issues of Telecom User Information Standardization Management

The paper analyzes legal definition of user information according to existing laws, cards possible issues in communication enterprise＇s collecting, storing, searching, using and discarding user information. The paper puts forward some suggestions for standardization management from the perspectives of legal risk prevention, including strengthening propaganda and education to enhance legal consciousness of user information protection, perfecting management system to build management system of user information protection,optimizing management process to guard against legal risk in user information protection, adopting technical means to raise informatization level of user information management, strengthening supervision and guidance to standardize cooperation partner＇s user information management.
