日本终身学习平台的构建及对我国终身学习公共服务平台建设的启示

为解决现有终身学习体系无法适应现代信息技术发展背景下国民终身学习需求的问题,日本政府从2016年开始进行终身学习平台构建研究,期望搭建集学习机会提供、学习成果累积和认证以及学习成果运用等多功能为一体的现代化支持服务平台。目前,我国各地方也在积极推进各类终身学习公共服务平台建设。基于此,着眼于构建中的日本终身学习平台在搭建"终身学习立交桥"方面的逻辑和细节,详细分析了平台的定位、功能需求设计、可持续性设计等方面,以期为我国终身学习公共服务平台的建设提供借鉴与启示。

The Construction of Lifelong Learning Platform in Japan and Its Enlightenment on the Construction of Public Service Platform of Lifelong Learning in China

In order to solve the problem that the existing lifelong learning system cannot meet the needs of citizens’ lifelong learning with the development of modern information technology, the Japanese government started the research on the construction of lifelong learning platform in 2016, expecting to build a modern support service platform integrating the provision of learning opportunities, the accumulation and certification of learning achievements and the application of learning achievements. At present, the construction of a variety of public service platforms of lifelong learning is actively promoted in China. Based on this, this paper focuses on the logic and details of building "Lifelong Learning Overpass" in Japan, and analyzes the positioning, functional requirement design, sustainability design and other aspects of the platform in detail, in order to provide reference and enlightenment for the construction of lifelong learning public service platform in China.
