论技师学院的高等教育属性

技师学院诞生于20世纪90年代。十几年来技师学院为企业培养了大批高技能人才,成为我国职业教育中不可缺少的一种办学形式。但对于它的等级性质,从政府到学术界至今都没有明确定论。从技师学院发展的历史过程、教学目的、培养目标、学校管理与组织建设以及从课程设置和学生综合素质分析,技师学院符合高等教育的基本特征,具有高等教育的性质。

On the Higher Education Nature of Technician Schools

The technician schools were founded in some provinces in China in 1990s.In the past decade,they have educated a great number of technical talents for the enterprises and become an indispensable form for running a school of vocational education.But till now,the governments and academic circles have not made a verdict about their gradations and properties. By analyzing the historical procedures of their development,teaching aims,education objects,school management,organization development,courses design and students' comprehensive quality,this paper argues that the technician schools have the nature of higher education due to its possession of the basic characteristics of higher education.
