随改革的不断深入，我省非公有制经济的发展环境有了很大改善，一定程度上促进了非公有制经济及全省经济社会的发展。但由于依法行政的观念依然淡薄，行政执法机制不完善，设置了对非公有制经济发展的无形障碍。因此，必须加快依法行政的步伐，建立可预期的行政执法环境，以便于把党和国家关于非公有制经济发展的政策法规切实贯彻到各个行业、领域的规制和社会管理的各项措施中，力促青海非公有制经济的更快发展。
