政治文明视野下的善治

政治文明与善治都是人类在探索社会发展过程中产生的理论成果,它们之间有着从政治文明到治理、到善治、再到政治文明转变的内在逻辑。在这一逻辑中治理起到了关键的作用,由于治理理念对原有政治体系的冲击,它们之间就会产生一些矛盾,表现在参与主体、法治基础、公共服务、政府管理和信息公开五个方面。所以,要实现政治文明就应按照民主、法治的原则,建立一套部门运转协调、社会法治健全、服务公平全面、管理以人为本、信息公开透明的善治体系。

The Good Governance in the Perspective of Political Civilization

Both political civilization and good governance are theoretical achievements of human being in exploring social development.They have inherent transformable logic from political civilization to governance and from governance to good governance and then return to political civilization.Governance plays the key role in this logic.With the impact of governing concept on former political system,there would be some contradictions which are expressed in participating subjects,legal foundation,public service,government administration and information publicity.Therefore,in order to achieve political civilization,we should establish a set of good governance system that should have coordinated revolution department,society with perfect legal system,fair and comprehensive service,humanist management and public and transparent information in accordance with democracy and the rule of law.
