高等学校本科教学评估的成效、问题与改进对策

摘    要:2003~2008年普通高等学校本科教学工作水平评估,是中国高等教育史上参与人数最多、涉及面最广的一次评估,是对建设具有中国特色的高等教育质量保障体系的重要探索,影响深远。本文在已有相关研究的基础上,运用实证研究与质性研究相结合的方法,对其成效、问题与改进对策进行了探讨。主要成效表现在:推进高校确立本科教学基础地位、促进高校走特色发展之路、改善教学基础设施、加强师资队伍建设、开展教育教学改革和规范教学管理等方面。主要问题表现在:使用同一个评估标准、省级教育行政主管部门定位不明确、整改环节薄弱、优秀率过高、评估前后进度不均衡等方面。对今后评估工作的对策建议是:坚持依法定期评估、强化评估标准的分层分类指导、重视高校内部质量保障体系建设、建立健全教学基本状态数据库、积极开展院校研究、推动高校科学管理等。

Abstract:The undergraduate Teaching Level Evaluation of Common Colleges and Universities is one in Chinese higher education history from 2003to 2008.It is an important key to explore the system of higher education quality assurance with Chinese characteristics and exerts a tremendous influence in Chinese context.Based on existing relative researches,the paper,with using of combine with empirical study and qualitative research,probes into its achievements,problems and countermeasures.The common achievements are generalized as follows : establishing the fundamental position for undergraduate teaching,promoting universities to develop uniquely,strengthening the construction of teaching staff,as well as implementing teaching reform and regulating teaching system administration.The problems centre as follows : using one and the same evaluation criteria,unclear functions of educational departments at different levels,weak rectification and adjustment stages,high a value to some colleges and universities,and unbalance in the pried of evaluation schedule.For the next evaluation we put forward countermeasures : to persist in evaluation according to law and regularly,to strengthen evaluation criterion system,to attach importance to build higher education internal quality assurance system,to build the teaching database,to carry out institutional research actively,and to promote scientific higher education management.
