对加快推进我国城市政府行政模式转型改革的思考

改革开放以来,我国城市政府的职能已发生了巨大的变化,实现了从单一体制下中央政府计划和政策的具体执行者到双重经济职能管理模式的转变。但随着时代的发展,以往的管理型城市政府行政模式显得越来越不相适应,加快城市政府行政模式的改革已成为必然。应该树立＂治理型＂城市政府行政模式的理念,通过加强城市政府法制建设等路径来构建以公众满意为价值取向的城市治理模式。

On Accelerating Adminastrative Model Transformation of City Government

The function of city government has taken great changes since the reform and opening and changed from a single system to dual functions of economy management. As time develops, the former city government administration has become increasingly incompatible, therefore it is necessary to speed up the reform of city government administration model. A ＂governance model＂ concept of government model should be established by strengthening the legal construction of city governments to build the path for the value orientation of public satisfaction.
