合法性主要反映的是人民对统治当局及其实施政策所持的态度,是说明执政党执政能力最核心的要素,也是其稳固执政的重要因素,巩固执政合法性基础要求执政党不断加强执政能力建设,推进经济和社会发展,增强执政的绩效基础;发挥利益整合作用,扩大执政的社会基础;发展党内民主制度,拓宽民众的意愿表达渠道;改变党的执政方式,强化权力约束机制。

Building Up the Governance Capacity of the Party in Terms of Legitimacy

Legitimacy reflects the attitude of the people toward the government and its enforcement policy,and is the key element reflecting the governance capacity of the ruling party as well as an important factor for the party to hold a stable ruling position.So to consolidate the basis of the legitimacy of governance requires the ruling party to enhance constantly its governance capacity,propel the development of economy and society,win a higher basis of its achievements of governance,bring the function of adjusting all interests into full play,expand its social basis of governance,promote people's democracy by promoting inner-Party democracy,dredge up the channel for public opinion,improve the mode of governance and strengthen restraint over the exercise of power.
