矛盾抑或共融：农村家庭养老到社会养老——基于我国农村养老保障历史发展的分析与思考

根据党的十七大和十七届三中全会精神，国务院决定，从2009年起开展新型农村社会养老保险试点。“新农保”的试点推行，揭开了我国农村社会养老的新篇章，由此也产生了对我国农村传统家庭养老与社会养老的种种疑惑与争辩，它们之间到底是什么关系？它们之间是矛盾或是共融？本文在分析和思考我国农村养老保障历史发展的基础上，试图对此进行一定的探索。

Contradictions or Communion :from Rural Families Old-age pension to Social Old-age Pension——Based on the Analysis and Thought of the Historical Development of Chinese Rural Old-age Security

According to the spirit of Party＇s Seventeenth National Congress and the Party＇s Third Plenary Session of the Seventeenth Central Committee, the State Council decided to carry out a new pilot project of rural social old-age insurance start from 2009. The implementation of the new farmer＇s insurance pilot has opened a new chapter in Chinese rural social old-age pension. This also resulted in some doubts and debates about the traditional family old-age pension and social old-age pension in Chinese rural areas, what＇s the relationship between them in the end？ Are they contradiction or communion？ Based on the analysis and reflection of the historical development of Chinese rural old-age security, this article tried to conduct a certain exploration about such problems.
