摘    要:青藏高原地势高亢、河谷深切、自然环境恶劣,交通“瓶劲”已严重制约高原的全国性资源开发和区域经济发展,也难以满足高原内部人们交往、物资交流和信息流动的巨大需求。西藏是我国目前唯一未通铁路的省区,交通基础十分薄弱和落后,及早修建进藏铁路的战略意义重大。建议国家尽早安排、组织力量,尽快进行进藏铁路特别是青藏铁路续建工程,促进高原现代交通运输网络的形成和完善;同时,建议国家设立青藏铁路专项建设基金,并实行特殊铁路专项补贴经营。

Abstract:The traffic bottleneck on the Qinghai\|Tibet Plateau due to the high topography and deep\|cut river gorges has severely restricted the exploitation of the region's resources with national importance and the development of the region's economy.It is also very difficult to satisfy the great demands of the local people in the interior of the Plateau for mutual communication,material exchange and information flow.Tibet is the only region among other provinces and regions in the country that has no access from railways since its traffic facilities are imperfect and backward.So it is of great strategic importance to construct railwarys access to Tibet.To accelerate development of modern communication and transportation network in the region,it is suggested that the state should make arrangement to initiate the construction of railways connecting Tibet,particularly the extension of the existing railway on the Qinghai\|Tibet Plateau as early as possible.Suggestions are also made to set up a foundation specially for the region's railroad construction and give subsidies for the special lines operation.
