低碳经济发展水平的国内差异与国际差距评价

从《联合国气候变化框架公约》签署到《京都议定书》生效,再到哥本哈根艰难谈判,关于发展权与排放权的讨论不断升级,催生了低碳经济发展理念。作为世界排放大国和最大的发展中国家,中国各地低碳经济发展水平如何,有必要加以全面认识。基于此,本文设计了低碳经济发展水平评价指标体系,采用层析分析法在省域层面进行综合评价,并选取一些关键性指标与国外进行了对比分析,结果显示:①我国地区低碳发展水平整体呈逐步增加的趋势;②地区低碳经济发展水平差异大,总体呈"东高西低"、"南高北低"、"局部跳跃"的格局;③但与发达国家相比,我国低碳经济发展水平还存在较大差距。为此,今后我国在保持经济持续快速发展的同时,要逐步加强低碳排放的管理、控制和引导,通过转变经济发展模式、加大科技投入、引导消费行为、优化能源结构、增加碳汇资源、加大中西部地区的低碳支持,增强低碳经济发展能力和区域协调。
