Reform and opening, which is the key Choice for China's destiny, has become the mainstream for development of China today. Facing with the opening environment, the higher education of our country has made enormous and universally recognized achievement and China has become the major higher education in the world. How to establish the strategy of school-running features is an important task needed to think over for local newly-built undergraduate universities. The paper analyzes how to establish distinctive idea for the local newly- built undergraduate universities to run themselves openly facing with opening-oriented school-running developing environment and opportunity ; plans distinctive pattern for opening-oriented school-running ; tamps the distinctive base for opening-oriented school-running ; positions the distinctive contents and logic hierarchy for opening-orien- ted school-running and the strategic measures for further implementation of opening-oriented school-running for local newly-built undergraduate universities with the distinctive practice of opening-oriented school-running of newly-built undergraduate universities in Guangxi.
