| 摘 要： | 从集群成长角度将高新技术产业集群分为四个发展阶段，分析了高新技术产业集群各发展阶段的特点，并基于集群理论和对高新技术产业集群的阶段划分，探讨了高新技术产业集群存在的六种风险，提出相应管理对策。
