连云港市下岗职工调查与再就业工程研究

分析了目前造成连云港市职工高下岗、低再就业率的成因，指出连云港市下岗再就业面临着投资不足、经济发展相对缓慢，劳动关系错综复杂，劳动力素质整体偏低，劳动用工市场不够规范等难点问题。提出应该大力发展第三产业，加强下岗职工技能培训，建立新的劳动关系，推进生产自救进程，有序下岗，分类管理，启动职业准入制度等对策。

Investigation on the Laid-off and Reemployment Project in Lianyungang

The paper analyzes the reasons for high layoffs but low reemployment in Lianyngang City. They include shortage of fund, relatively slow economic development, complicated labor relations, low-level labor forces and nonstandard recruitment market. The way out lies in (1) reinforcement of third industry, enhancement of the laid-off 's skill training, forming of new labor relationship, promotion of self-help production projects, ordered laid-off and systematic management, and job permission institution.
