连云港市下岗职工调查与再就业工程研究

摘    要:分析了目前造成连云港市职工高下岗、低再就业率的成因,指出连云港市下岗再就业面临着投资不足、经济发展相对缓慢,劳动关系错综复杂,劳动力素质整体偏低,劳动用工市场不够规范等难点问题。提出应该大力发展第三产业,加强下岗职工技能培训,建立新的劳动关系,推进生产自救进程,有序下岗,分类管理,启动职业准入制度等对策。

Abstract:The paper analyzes the reasons for high layoffs but low reemployment in Lianyngang City. They include shortage of fund, relatively slow economic development, complicated labor relations, low-level labor forces and nonstandard recruitment market. The way out lies in (1) reinforcement of third industry, enhancement of the laid-off 's skill training, forming of new labor relationship, promotion of self-help production projects, ordered laid-off and systematic management, and job permission institution.
