大数据背景下红色档案数据治理的突破方向和实现路径探析

红色档案数据治理是大数据时代传承红色基因的必由之路，是新时代赋予档案人的新使命。本文在拓展红色档案概念外延的时间跨度基础上，进一步厘清了红色档案、红色档案数据及其治理等概念的应有之义。红色档案数据治理面临着多元异构的数据藩篱、体制机制障碍和公众接受难题等三重困境。摆脱困境要遵循健全法规标准、挖掘数据价值、优化服务体验、传承红色基因的治理原则，构建红色档案数据资源共建共享平台，探索出一条涵盖数据治理主体关联、数据关联、数据治理主体与数据关联以及数据与公众关联的治理之路。

Analysis on the Breakthrough Direction and Realization Path of Red Archives Data Governance in the Context of Big Data

Red archival data governance is the way to inherit the red gene in the era of big data, and is also a new mission given to the archivists in the new era. Based on the time span expansionof the concept of red archives, this paper further clarified the proper meaning of the concepts of red archives, red archival data and their governance. Red archival data governance faces the triple dilemma of multiple and heterogeneous data fences, institutional barriers and public acceptance problems. To get rid of the dilemma, the governance principles should be followed by unifying regulations and standards, mining data value, optimizing service experience, and inheriting the red gene, and a common platform for sharing red archival data resources should be built. It is believed that a governance road that covers the linkage between one data governance subject and another, data and data, data governance subjects and data, data and the public will be explored.
