参与式共建:少数民族数字记忆建构模式及实现策略

我国少数民族档案记忆资源广泛分散、保护主体多样,由多元主体留存建构的记忆既给少数民族数字记忆建构带来了较大的挑战,也为各相关利益主体参与记忆建构提供了契机。这些主体不仅具有跨系统的多元特征,而且在记忆观念、资源储存、管理方法等方面也存在较大差异。本文将“参与”理念引入其中,从参与者角度考察少数民族数字记忆建构主体及其相互关系与组织形式,形成适合我国国情的多主体、多层级共建模式,即宏观层面的政府纵向管理、中观层面的多元主体横向协作、微观层面的公众网状式参与共建格局。为实现“参与”共建这一目标,还需要实施相应的策略予以推进。

Participatory Co-construction: The Construction Mode and Realization Strategy of Digital Memory for Ethnic Minorities

The archival memory resources of ethnic minorities in China are widely dispersed and protected by diverse subjects, which not only bring great challenges to the digital memory construction of ethnic minorities, but also provide an opportunity for relevant stakeholders to participate in the construction of memory. These subjects not only have multiple characteristics across systems, but also have great differences in memory concepts, resource storage, management methods and so on. This paper introduces the concept of "participation", investigates the construction subjects of digital memory of ethnic minorities and their mutual relations and organizational forms from the perspective of participants, and forms a multi-agent and multi-level co-construction mode suitable for China's national conditions,that is, the government's vertical management at the macro level, the horizontal collaboration of multiple subjects at the meso level, and the public network participation at the micro level. In order to achieve the goal of 'participation' co-construction, it is necessary to implement corresponding strategies to promote it.
