通过调查走访，分析了陕西居民和中、小学生主动参与体育的现状，以及形成这种现状的主富观因素。研究表明：居民和学生主动与体育的主客观因素，主要来自于历史文化负面的影响；体育消费心理因素的误区；从事体育活动客观条件和社会环境的影响；以及中、小学体育工作存在的不足等因素。并提出建立地方性体育法规和制度，加强群众体育竞赛活动的杠杆作用，恢复业余体校的断层状态，适当缩短学生学习时间，这是改变陕西体育落后面貌的
