| 摘 要： | 公民参与的缺失是我国当前社区治理中存在的普遍问题。本文基于网络公共领域理论,对北京市三环新城社区公民网络参与的运行机制及意义进行了分析。在社区治理过程中,治理各方都有建立一个便捷、有效的沟通平台的需求,这一平台是作为网络公共领域的网络社区,其形成的前提条件是:社区精英的倡导与发起,社区居民的积极参与,社区组织的认同与回应。在网络公共领域上,社区治理主体能够平等沟通,就社区公共事务的解决,应理性协商,达成共识,进而催化了社区的形成。
