我国职业教育与培训机制双重“二元性”特征

摘    要:我国职业教育与培训机制存在主次劳动力市场二元分割和次要劳动力市场的城乡与区域二元分割的双重二元性特征,本文对此进行了定性与定量分析,提出劳动力市场发育不充分、社会福利政策变革与转型、劳动力无限供给是职业教育与培训机制双重二元性特征的主要成因。在此基础上提出了转变福利理念、建立长效机制等致力于消除双重二元性的治理策略。
