| 摘 要： | 当前苏中地区农村基层党组织建设存在着集体经济薄弱,干部待遇偏低,党员结构失衡,进取精神缺失等问题。针对现状,提出如下对策和建议：加强农村党员干部队伍建设,注重创新的工作思路,并形成发展党内基层民主与基层民主建设双向互动的管理体制。

| Abstract: | Currently, several problems have existed among the Chinese rural basic-level Party organizations, such as weak collective economy, low treatments for cadres, unbalanced composition of party members, short of enterprising spirits, etc. In view of the existing situation, the suggestions and countermeasures are put forward as follows： to strengthen the construction of the rural Party＇ s cadres group, focus on creativity in the working process, also to form the interactive management system of interacting between developing democracies at the Party＇ s basic level and constructing basic democracies. |
