摘    要:西部少数民族地区以自然资源见长的企业,走高技术化的成长道路,是应对未来竞争的战略选择.而这一战略能否顺利有效地实施,起决定作用的因素当然是人才资源的开发和利用。针对西部少数民族地区人才资源不足、利用率低和流失严重等现状,应加快西部少数民族地区人才成长环境的建设:加大人才培养力度,主要是高等教育和职业技术培训;用市场化的观念指导人才开发和人才吸引的政策和措施等。

Abstract:To face up to the future competition, the high-tech oriented growth pattern is a strategic choice for the natural-resources-based enterprises in the minority nationality regions of western China. The development and employment of the human resources is crucial to the successful implement of the strategy. Taking into consideration the facts that, in the western minority nationality regions, the human resources are in short supply, this article comes up with the scheme and measures which will help foster a friendly environment for the growth and development of human resources. More efforts should be made to promote education and training. The policies and measures of developing and attracting human resources should be directed by the market conception, the abolition of traditional approach of attracting the talented people by administrative forces, facilitating the interaction between the train of industry and the train of talented people. Efforts should be made to take advantage of the relevant policies from the central government, focusing on the more powerful fiscal transfer payments and the development-oriented selection policies of the carders.
