目的/意义]借鉴俄军平战一体情报体系的建设经验,拓展我军情报平台规模,提供力量部署、资源技术和态势研判的综合信息策略,完善危机预警体系和处理机制。方法/过程]通过一手数据资料分析俄军平战一体情报平台理论基础、功能需求、数据运行和实战效果。根据情报平台数据运行范式的特殊性,数据采集后经数据感知层、管理层、活化层处理,从应用层输出数据分析结果。根据俄罗斯国家安全机构的特殊性,情报平台嵌入国家防务指挥中心之中,在处置社会突发安全风险和军事威胁过程中凸显平战一体属性。结果/结论]俄军情报平台已达到理念与技术同步、理论与实践融合、平时与战时无缝对接的信息化高度,为我国情报平台的构建与发展提供了一种连接军队与社会、把握现代化建设与信息时代的全新方案。

Analysis on the Construction of Russian Military Intelligence Platform from the Perspective of Peace and War

Purpose/Significance]By learning from the experience of the Russian military’s peace-war integration intelligence system,we can expand the scale of our military’s intelligence platform,provide comprehensive information strategies for force deployment,resource technology,and situation research,and improve the crisis early warning system and handling mechanism.Method/Process]The paper analyzes the theoretical basis,functional requirements,data operation and actual combat effects of the Russian military’s peace and war integrated intelligence platform through first-hand data.According to the particularity of the intelligence data operation paradigm of the intelligence platform,the data is collected and processed by the data perception layer,management layer,and activation layer,and the data analysis results are output from the application layer.According to the particularity of the Russian national security agency,the intelligence platform is embedded in the national defense command center,highlighting the integration of peace and war in the process of dealing with sudden social security risks and military threats.Result/Conclusion]The Russian military intelligence platform has reached the height of informatization that synchronizes concepts and technologies,integrates theory and practice,and seamlessly connects between peacetime and wartime.It provides a way for the construction and development of our country’s intelligence platform to connect the military and society,and grasp the modernization and information age.
