论宏观经济金融形势与金融支持经济发展的战略

2003年以来的经济金融形势说明,中国的改革和发展再次进入了一个关键时期,需要注意以下问题:"半年吃掉全年粮",潜在通胀压力积累和经济大起大落危险;宏观金融调控面临内外双重压力,噪音太多太大;银监分立体制改革使中央银行职能面临边缘化;农村信用社改革有使"三农"金融服务潜在"空心化"的危险;我国目前金融监管和治理结构存在着严重制度性缺陷。我们应根据后改革期金融支持经济发展的战略来制定我国的金融政策。

On the Status Quo of Macro-economic Banking and the Strategy of Banking-aided Economic Development

The status quo of economy and banking since 2003 marks a critical phase for China's reform and development. Under such circumstances, however, the following unfavorable indications deserve serious concern: "Food stored for the whole year is totally eaten up in July", that is to say, the accumulation of potential pressure of inflation might be nursing an inspiring rise before a violent fall; the macro-control of banking faces pressures within and without; the separation of banking supervisory committee may undermine the function of the Central Bank; the reform of the Rural Credit Society may endanger its banking service for farmers, farming and farming areas; finally, there are serious defects in current banking supervision and control system in our country. Therefore, we should formulate our banking policies according to the post-reform strategy of banking-aided economic development.
