| 摘 要： | 我们倡导高等教育的科学发展观,但能否科学发展则取决于制度是否科学.因此,现代大学制度建设是大学可持续发展中一个带有根本的战略性问题,它涉及到高等教育发展的方向、方式及其大学成员的活动目标、活动原则、活动程序和活动效能.现代大学制度建设应以理念先行、以学为本、校本治理和质量优先为命题.
