| 摘 要： | 杭州市失地农民问题是关系到民生的重要问题，只有以提高补偿费用为前提，以促进再就业为基础，以实行基本生活保障为依托，以妥善安置为补充，构建和完善失地农民的就业和社会保障制度，才能较好地解决失地农民问题，进一步加快杭州市经济发展和城市化进程。

| Abstract: | The problem of farmers losing their land in Hangzhou concerns people＇s livelihood. It can only be solved by increasing the compensation fee, promoting reemployment rate, implementing the system of basic living security, having them properly installed and perfecting the system of employment and social security. Only in this way will the economic development of Hangzhou and its urbanization be sped up. |
