| 摘 要： | 中国区域发展政策历经了四次大的改变。单纯依靠制度和区域发展政策的改变以及政府投资增加不足以保障中西部落后地区的持续发展。实现区域经济的协调发展，以政府主导的投资应致力于中西部地区人力资本的增长和人文发展指标的改善，建立起开放、竞争、有序的区际关系，创建有利于中西部地区市场机制改善的制度与政策环境。

| Abstract: | China's policies for regional development have experienced four changes since 1950s.To enhance the sustainable development of central and western regions where economies are lagging behind,it is not enough to depend only on the changes of regional policies and systems and on the increase of investment by the government.To develop regional economy in harmony,the government-based investment should be focused on enhancing the capital of human resources and on improving the index of humanist development.Meanwhile,the government must help build up interregional relationship which is opening-up、competitive and orderly,and construct a system and policy environment favorable for improving central and western regions' marketing mechanism. |
