| 摘 要： | 结合文献调研和技术预见实践经验,从遴选备选技术课题过程中面临的主要问题出发,在界定“技术”内涵与外延的基础上,提出并阐述了技术课题遴选的“唯一性”“前瞻性”“战略性”“可行性”和“一致性”五项基本原则,对技术预见德尔菲调查中技术课题遴选有重要指导意义。

| Abstract: | On the basis of literature review and experiences of technology foresight, this paper firstly analyzes the problems concerning the selection of technology topics for Delphi survey. By defining the conception of technology, this paper points out that there are 6 basic principles for selecting technology topics that would help future selection of technology topics. |
