| 摘 要： | 知识经济时代,全球范围内的竞争由原来的自然资源和资本资源的竞争,转向了人力资源和人力资本的竞争。首先从人力资源与人力资本界定入手;比较分析了人力资源与人力资本的特性,人力资源与人力资本的主要差距;在此基础上分析了人力资源向人力资本转变的依据;由此提出人力资源向人力资本转变的机制与措施。

| Abstract: | In the era of knowledge economy, primary global competition of nature resource and capital resource is turning into competition of human resource and human capital. Based on the summarization of human resource and human capital, the paper analyzes the characteristics and differences of human resource and human capital. Then, it analyzes the evidence that human resources transfer into human capital, and brings forward some approaches, mechanism and measures. |
