| 摘 要： | 英国从2006年起废除了此前高校学生全部或部分免除学费的规定，为配合收费制度改革，政府制定了新的学生贷款和补助办法。与以往的贷款和补助政策相比，新政策扩大了贷款接受面，增添了新的补助项目。但这一政策在英国国内仍然引起了广泛的争议。
