我国部分省市校园足球配套政策研究

基于X维度(政策工具)和Y维度(发展维度)二维框架,对我国18个省级政府颁布的校园足球《实施意见》政策文本进行量化分析。剖析教育部等6部门颁发《关于加快发展青少年校园足球的实施意见》以来,我国地方政府对校园足球发展规划的趋势;分析各地方政府在借鉴与参考教育部文件及依据地域实情与需求上对政策工具的综合选择;探讨地方政策制定所选取的政策工具与发展因素是否适合现代校园足球发展;揭示教育部等政策文件对地方政府改革发展的重大意义,以期为我国校园足球政策再制定提供政策工具参考。

Study on the supporting policies of campus football in some provinces and cities of China

Based on the X dimension(policy tool)and Y dimension(development dimension),this paper quantitatively analyzes the policy text of"Implementation Opinions"on campus football issued by 18 provincial governments in China;and further dissects the"on accelerating the development of youth campus football implementation opinions"issued by Ministry of Education and other 6 departments,China’s local government on the development of campus football planning trend;studies the comprehensive choice of policy tools by local governments in reference to the documents of the Ministry of Education and in accordance with the regional reality and needs;discusses whether the policy tools and development factors selected by local policy making are suitable for the development of modern campus football environment;reveals the great significance of policy documents such as the Ministry of Education to the reform and development of local governments,in order to provide policy tools and strategies for the re-formulation of China’s campus football policy.
