| 摘 要： | 人口由农村向城市流动是经济发展的必然现象,也是一个国家实现工业化的必由之路,然而人口的流动在促进经济发展的同时也带来了许多的社会问题。在这一社会变迁过程中一个十分重要而又易被忽视的问题就是流动人口子女的基础教育问题。本文从制度的角度出发,分析了导致流动人口子女基础教育困境的原因,并提出了相关对策与建议。

| Abstract: | It is a trend for economic development to shift surplus population from rural areas to cities.This is the only way for a country to realize industrialization.The movement of population has pushed economic development,but resulted in many social problems.One of them easily neglected is the elementary education to their children.This essay analyses the cause and makes related measures from the angle of system. |
