| 摘 要： | 现代远程教育是适应社会发展需要的崭新形式。发展山东现代远程教育，组建山东远程开放大学，是实现山东高等教育大众化、构筑山东终身教育体系的重大举措之一。它不仅可以节约教育投资，最大限度地利用教育资源，而且可以产生良好的社会效益和经济效益。
