基于新型农村金融视角的地方政府金融监管研究

现行的“一行三会”金融监管框架已不能满足我国经济发展与金融改革的要求。通过分析新型农村金融发展与监管现状，以及“一行三会”等金融监管部门面临的挑战与压力，亟需赋予地方政府一定金融监管职能和加强监管协调机制。因此，亟待厘清地方政府和“一行三会”的监管边界，强化地方金融监管的分工协作机制，同时发挥地方政府尤其是金融办的积极作用，为农村金融的长期可持续发展服务。

Research on Financial Regulation of Local Government Based on New Rural Financial Perspective

The present financial regulation system of ＂one industry three associations＂ can not meet the demand of China＇s economic development and financial reform. After analyzing the present condition of the new rural financial development and regulation, and the challenge and pressure faced by ＂one industry three associa- tions＂ and other financial regulation sectors, it is found to be vital to provide the local governments with a certain financial regulation right and to strengthen the regulatory mechanism. Therefore, it is urgent to clarify the responsi- bilities of the local government and ＂one industry three associations＂, to intensify the division of the local financial regulation, at the same time to play the positive role of local government, especially the finance offices to serve the long-term and sustainable development of rural finance.
