工党执政期间英国义务教育投入政策研究

英国工党在1997~2009年间的12年连续执政中,义务教育投入政策与前保守党执政期间大为不同。英国工党在教育方面基于平等的理念,崇尚教育公平,强调对弱势群体的保护和对贫困人群的关注,主张兼顾市场竞争与社会公平,因而在执政期间加大教育投入,促进教育机会均等,缩小教育发展中的差距,同时对拨款方式进行了改革。

A Study on the Policy of Financial Investment in British Compulsory Education during the Period of Labour Party in Power

The financial investment policies in compulsory education was different between the British Labour Party which ran the goverment for 12 consecutive years during 1997-2009 and the Conservative Party.The British Labour Party focuses on the idea of educational equality and educational equity,as well as emphasizing the protection of vulnerable groups and poor people’s concerns,advocating market competition and social equity.Thus,the Labour Party in power has increased the investment,and promoted equal opportunities for education,at the same time narrowed the gap in educational development,and also reformed the funding mode on the development of the times.
