| 摘 要： | 城市政府是经营城市的主体，而企业经营又是经营城市的中心环节。惟有用“三个代表”重要思想武装头脑，进一步转换城市政府职能，搭建高起点的企业发展新平台，坚持一切从实际出发，加大国有企业体制、技术和管理创新的力度，才能形成强大约外推力和巨大约内聚力，把国有企业建设成充满生机与活力的市场主体，使其成为城市形象和城市经济社会发展的强大内涵支撑。

| Abstract: | The urban government plays a core role in city administration for which enterprise management is the major element.Only when the government changes its functions,improves state owned enterprise systems and management can it build up both external and internal capability to boost the economic development of the city and fresh its image. |
