| 摘 要： | 本文以在伯顿.克拉克等著的《高等教育新论——多学科的研究》一书中、由拉迪斯拉夫.塞里奇撰写的第八章《政策的观点》的框架为参考,以旨在推动高等职业教育转型的"国家示范性高等职业院校建设计划"为辅助分析案例,试图从政策分析的角度阐述"国家示范性高等职业院校建设计划"这个新举措的背景、困惑和突破口。
