循证实践:农村公共体育精准扶贫研究——以叙永县为例

以“健康中国”为研究背景,以循证实践方法论为理论指导,采用文献资料法、实地考察法对叙永县农村公共体育扶贫现状进行实地考察。研究结果表明:叙永县农村体育扶贫出现边缘化、村民锻炼利益边际化,管理形式以自上而下的行政命令和个人经验为主。扶贫成效不精准,具体体现在:体育设施配置不精准,体育帮扶资金投入不精准,体育法规、措施落实不精准,社会指导员因村派人不精准,对扶贫对象识别不精准等。用循证实践方法论指导叙永县农村公共体育扶贫,首先确定主体及职责划分,以生成不同的农村公共体育扶贫证据,并对证据进行等级评定;其次,针对问题在扶贫中推动证据的使用;再次,引进评估组织对扶贫过程和所取成效进行评价;最后,对农村公共体育精准扶贫中面临的问题提出针对性对策。

Evidence-based Practice: A Case Study of Targeted Poverty Alleviation in Rural Public Sports in Xuyong County

With "Healthy China" as the research background and evidence-based practice methodology as the theoretical guidance, this paper adopted literature review and field investigation to study the poverty alleviation situation of rural public sports in Xuyong County. The results showed that in Xuyong County the rural sports poverty alleviation was marginalized and the villagers interest in sports also marginalized. Meanwhile, the management was top down and based on personal experience. The effect of poverty alleviation was not precise, which included the inaccurate allocation of sports facilities, investment of sports assistance funds, implementation of sports regulations and measures, dispatch of village staff as social instructors and inaccurate identification of poverty alleviation objects. Therefore, evidence-based practice was adopted to determine the subjects and responsibility divisions in order to generate different evidence, to promote the use of evidence in poverty alleviation, to evaluate the poverty alleviation process and achievements through the evaluation organizations and to propose the targeted countermeasures to solve the problems faced by targeted poverty alleviation in rural public sports.
