新时代体育社会组织参与体育治理的机遇、困境与策略行动

新时代我国体育治理的重要主题将是如何满足人们对体育日益增长的美好需求与不平衡不充分发展之间的矛盾。体育社会组织作为我国体育治理的新成员，已然成为一股不可忽视的重要力量，在当前政府缺位、市场失灵、需求增长以及现代化治理背景下，迎来了参与治理的发展良机。然而其存在的弱主体性、弱正外部性、偏向性生长等困境，严重滞阻了其参与治理的实效性。新时代体育社会组织需要从补缺式供给模式向定制式供给模式转变，提高与政府的相互依赖程度，强其主体性；从专业化与精细化两个方面加强自我发展，强其正外部性；政府则从“工具主义”向“合作治理”的模式转型，构建体育社会组织生长的良好制度环境，纠正其生长偏向性，超越困境，提高治理绩效，不断满足人们对美好体育生活的向往与追求。

Opportunities,Difficulties and Countermeasures of Chinese Social Sports Organizations' Participation in Sports Governance

In the new era, the major task for sports governance in China is to resolve the contradictions between people's growing demand for sports and unbalanced, inadequate development. As a new part of sports governance in China, sports social organizations have become an important force that cannot be ignored in sports governance. However, while there was an absence of government, market failure, demand growth and a need for modern governance, there existed problems in subjectivity, positive externality and development which hinder the effectiveness of participation in governance. Sports social organizations need to change from supplementary supply model to customized supply model, enhance their interdependence from the government, strengthen their subjectivity, self-development from specialization and delicacy, strengthen their positive externalities, and transform from the governmental instrumentalism to cooperative governance in order to form good institutional environment for governance performance, and continuously meet the people's demands for a better sports life.
