财政省管县推进阻力、适应性及制度创新——以浙江省为例

省管县财政体制深化和推进是大势所趋。在中央的支持和鼓励下,各地的财政省管县改革如火如荼,不少以前没有省管县经验的省份开始试水财政省管县体制。但是在试水省管县之前和在省管县实施过程中,关于省管县的推进阻力及其适应性是需要我们认真思考的。本文从地方政府利益角度探讨省管县的阻力来源,并着眼于县级经济发展来探讨省管县的适应性。

Creation,Obstruction ＆ Adaptability of the Financial System of Province Directly Administering Country——With Zhejiang Province as an Example

It is the trend of the times to deepen and advance the financial system of province directly administering country.Under the support and encouragement of the central government,the local financial system reform moved into top gear,and many countries that never tried this reform became tropical in this reform.But before and in carrying out this financial system reform,we should think seriously and carefully of the obstructions and adaptability of the financial system reform.This paper discusses the main resistance from local government based on the view of economic interest,and in order to promote development of country level economic,this paper also investigates the adaptability of the new financial system.
