Information Commons: Planning and Establishing Considerations

On the basis of describing the implementation goal and the composition model of the Information Commons, this paper points out the planning steps and the implementation method for the Information Commons, Separately from the physical layer, virtual layer and support layer of three components for Information Commons, the paper discusses the issues that must be pondered in planning and constructing Information Commons in detail, such as physical space, hardware facilities, resource construction, software disposing, virtual environmental construction, organization and governance, staffing and staff training, service quality evaluation and so on.
