青藏高原藏南谷地的交通运输发展

摘    要:藏南谷地是青藏高原可持续发展重点区域,是西藏自治区人口相对集中,社会经济相对发育的中心区。虽然其现代交通运输网络初步形成,但水平不高,结构不合理,投入-产出低。该区域交通运输发展趋势与对策是:现有交通运输格局在较长时期内将继续维持,需要继续提高公路的质量等级,逐步提高管道成品油运输量,加快民航的发展与续建青藏铁路,且整个交通运输体系的建设及维护需要中央政府的持续性无直接回报投入。

Abstract:The southern valley of the Tibet Autonomous Region is one of the key areas for sustainable development.It is also the core area with relative concentrated population and relative developing socioeconomy in the region. Although the region's modern communication and transportation network has preliminarily taken shape, yet it is still at lower development level with irrational structure and low input\|output. Hence the development trend and strategies of the region's future communication and transportation aspect will continue to maintain the existing communication and transportation framework for a long period of time, to likely go on improving the quality and grade of the highways, to increase step by step transportation capacity of the finished oil pipelines, and to speed up development of airline transportation and continued construction of Qinghai\|Tibet railway. In addition, the construction and maintenance of the entire transportation and communication system needs continuous support and input from central government without direct economic returns.
